Special Pass Policy


 
Purpose
The Bonneville County Library District (BCLD) provides museum and community attraction passes to support lifelong learning, cultural enrichment, recreation, and educational access for residents of Bonneville County. These passes allow patrons to visit participating museums, cultural institutions, parks, and community attractions at reduced or no cost.

Eligibility
  1. Museum and community passes may be checked out by:
    • Adult cardholders age 18 or older.
    • Cardholders with a BCLD library account in good standing.
    • Patrons whose accounts do not have overdue materials or lost/damaged charges.
  2. Passes may only be checked out using the cardholder’s own library card.
  3. The library reserves the right to limit the number of active pass reservations or checkouts per household.

Loan Period and Renewals
  1. Museum and community passes circulate for one (1) calendar day unless otherwise specified by the participating organization.
  2. Passes may be renewed up to two (2) times if:
    • No other patron has reserved the pass.
    • The participating organization allows an extended use period.
    • The patron requests the renewal before the due date.
  3. Renewal requests may be made in person, by telephone, or through approved library procedures.
  4. The library may deny renewals during periods of high demand.

Reservations
  1. Eligible patrons may reserve a pass for a specific date by contacting library staff.
  2. Reservations are made on a first-come, first-served basis.
  3. Patrons may have a limited number of future reservations at one time as determined by the Library Director or designee.
  4. The library recommends patrons make reservations in advance due to limited availability.
  5. Reserved passes not picked up by the designated time may be offered to another patron.

Checkout and Return Procedures
  1. Patrons must sign the Museum and Community Pass User Agreement at the time of checkout.
  2. Passes must be returned directly to library staff and may not be placed in outdoor book drops unless specifically authorized by staff.
  3. Passes are due by the designated return time on the due date.
  4. Some participating organizations may require identification matching the library account holder.

Late Returns and Priority Rescheduling
  1. Because museum and community passes are reserved for specific dates, late returns may negatively impact other patrons.
  2. Patrons who return a pass late may:
    • Lose future reservation privileges for a period determined by library administration.
    • Be responsible for replacement or recovery costs when applicable.
  3. If a patron’s reserved use is disrupted because a previous borrower returned the pass late, library staff may provide the affected patron with priority rescheduling assistance.
  4. Priority rescheduling may include:
    • Placement at the top of the waiting list for the next available date.
    • Assistance locating an alternate date or participating venue.
    • Administrative approval for an exception reservation when feasible.
  5. The library cannot guarantee availability for rescheduled dates but will make reasonable efforts to accommodate affected patrons.

Lost, Damaged, or Non-Returned Passes
  1. Patrons are responsible for the care and timely return of all passes.
  2. Lost, damaged, or non-returned passes may result in:
    • Suspension of pass borrowing privileges.
    • Charges for replacement costs or fees assessed by the participating organization.
    • Charges for replacement packaging, accessories, or associated materials.
  3. Borrowing privileges may remain suspended until all charges are resolved.

Use Restrictions and Liability
  • Museum and community passes are subject to the policies, rules, hours, and capacity limits of the participating organization.
  • Admission policies, blackout dates, age restrictions, parking fees, and special exhibit fees are determined by the participating organization and may change without notice.
  • The Bonneville County Library District is not responsible for:
    • Changes in hours or availability.
    • Denied admission by the participating organization.
    • Injuries, losses, or damages incurred during use of the pass.

Administrative Authority
The Library Director or designee may establish additional procedures necessary for the implementation and administration of this policy.
